There are a few different ways that this level of interest in shorting Dow shares can be evaluated.
Dow's "short interest ratio" (SIR) is the quantity of Dow shares currently shorted divided by the average quantity of Dow shares traded daily (recently around 3.6 million). Such a low SIR usually points to an optimistic outlook for the share price, with fewer people currently willing to bet against Dow.

Dividend payout ratio: 173.91% of net profits
Recently Dow has paid out, on average, around 173.91% of net profits as dividends. That has enabled analysts to estimate a "forward annual dividend yield" of 4.86% of the current stock value. This means that over a year, based on recent payouts (which are sadly no guarantee of future payouts), Dow shareholders could enjoy a 4.86% return on their shares, in the form of dividend payments. In Dow's case, that would currently equate to about $2.8 per share.
Dow's payout ratio would broadly be considered high, and as such this stock could appeal to those looking to generate an income. Bear in mind however that companies should normally also look to re-invest a decent amount of net profits to ensure future growth.

The Industrial Intermediates & Infrastructure segment offers ethylene oxides, propylene oxide, propylene glycol and polyether polyols, aromatic isocyanates and polyurethane systems, coatings, adhesives, sealants, elastomers, and composites. This segment also provides caustic soda, and ethylene dichloride and vinyl chloride monomers; and cellulose ethers, redispersible latex powders, silicones, and acrylic emulsions. The Performance Materials and Coatings segment provides architectural paints and coatings, and industrial coatings that are used in maintenance and protective industries, wood, metal packaging, traffic markings, thermal paper, and leather; performance monomers and silicones; standalone silicones; and home and personal care solutions. It also engages in property and casualty insurance, as well as reinsurance business. Dow Inc. was incorporated in 2018 and is headquartered in Midland, Michigan.
