What’s open in Quebec City right now?

Here’s your up-to-date guide on what’s allowed and what’s not in Quebec’s capital.

For some time now, Quebecers have been living under regional zoning restrictions, with different areas placed into red, orange, yellow and green zones. Quebec City is currently at red alert, meaning non-essential travel is not permitted and wearing a mask is required when in public spaces and while travelling on public transport.

In this guide, we detail exactly what is and isn’t open in the city, along with any requirements that you need to keep in mind when visiting.

What restrictions are in place for Quebec City residents?

  • It is mandatory to wear a mask while on public transport and in all covered public spaces.
  • Curfew orders remain. Between the hours of 9:30pm and 5am, all Quebec City residents must stay at home unless exempt. Exemptions include picking up medication, travelling to work and taking part in an evening class at a recognized school.
  • Restaurants and cafes are not open for indoor or outdoor dining. Takeout, drive-through and delivery options are available. During curfew, only delivery is possible.
  • Non-essential businesses are closed. Grocery stores, pharmacies, hardware stores and gas stations can remain open.
  • Some entertainment venues and attractions are open. Cinemas, museums, zoos and aquariums may also re-open. See more information below.
  • Indoor and outdoor private gatherings are prohibited except for a person who lives alone, with their dependent children who may visit one other address to form a stable group. Groups formed this way should not gather in their homes with anyone outside of the group.
  • Outdoor activities are limited to no more than 8 people unless you are all from the same household.
  • Places of worship can open for a maximum of 25 people.
  • Wedding and funeral services can go ahead with a maximum of 25 people. However, receptions are not permitted.
  • Indoor sports facilities are open including swimming pools and ice rinks. Individuals must wear masks unless they’re with members of the same residence or 2 metres apart from those from other residences. Gyms are closed.
  • Hotels remain open for members of the same household. However, residents are asked not to travel out of their local area where possible.

Are attractions open in Quebec City?

Most attractions are open in Quebec City but are operating under a reduced capacity. Cinemas, libraries, museums, zoos, planetariums, aquariums and walkthroughs can reopen as long as social distancing is implemented and capacity is reduced. Indoor amusement parks remain closed.

Cinemas must ensure a distance of at least 2 metres between persons, and there is a maximum of 250 people per screening room. Food sales are not allowed, spectators must remain seated and gatherings before and after movies should be discouraged.

Are walking trails, beaches and parks open in Quebec City?

All walking trails, beaches and parks remain open in Quebec City. While out and about, residents are asked to keep at least two metres from others and respect social distancing measures in place, such as one-way systems. You must not gather with more than eight people when outdoors.

Are malls open in Quebec City?

Malls in Quebec City are open with a limited capacity. Shops, including pharmacies and grocery stores can remain open and are able to make deliveries after curfew. Service stations can also stay open for business to sell fuel, food, non-alcoholic beverages and other car-related products.

Are hotels open in Quebec City?

While travelling out of your local area is not encouraged, hotels are allowed to open in Quebec City. Hotels should only accept bookings with occupants from the same household and operate at a reduced capacity.

Do I need to pre-book to visit dining venues and attractions?

You currently can’t make bookings or reservations for dining venues as they are closed. You may be able to book for dates in the future, but it’s important to keep in mind that restrictions may limit access to these venues.
