For some time now, Quebecers have been living under regional zoning restrictions, with different areas placed into red, orange, yellow and green zones. Quebec City is currently at red alert, meaning non-essential travel is not permitted and wearing a mask is required when in public spaces and while travelling on public transport.

In this guide, we detail exactly what is and isn’t open in the city, along with any requirements that you need to keep in mind when visiting.

What restrictions are in place for Quebec City residents?

  • It is mandatory to wear a mask while on public transport and in all covered public spaces.
  • Curfew orders remain. Between the hours of 8 pm and 5 am, all Quebec City residents must stay at home unless exempt. Exemptions include picking up medication, travelling to work and taking part in an evening class.
  • Restaurants and cafes are not open for indoor or outdoor dining. Takeout, drive-through and delivery options are available.
  • Non-essential businesses are closed. Grocery stores, pharmacies, hardware stores and gas stations can remain open.
  • Entertainment venues and attractions are closed. You must not visit a venue that is classified as non-essential.
  • Indoor and outdoor private gatherings are prohibited under all circumstances.
  • Outdoor activities are limited to no more than eight people unless you are all from the same household.
  • Places of worship can open for a maximum of 25 people.
  • Wedding and funeral services can go ahead with a maximum of 25 people. However, receptions are not permitted.
  • Indoor sports facilities are open but swimming pools and ice rinks are open for individual practice or training.
  • Hotels remain open for members of the same household. However, residents are asked not to travel out of their local area where possible.

Are walking trails, beaches and parks open in Quebec City?

All walking trails, beaches and parks remain open in Quebec City. While out and about, residents are asked to keep at least two metres from others and respect social distancing measures in place, such as one-way systems. You must not gather with more than eight people when outdoors.

Are malls open in Quebec City?

Malls in Quebec City are open with a limited capacity. Shops, including pharmacies and grocery stores can remain open and are able to make deliveries after curfew. Service stations can also stay open for business to sell fuel, food, non-alcoholic beverages and other car-related products.
